I am pleased to share with you the appointment of Dr. Norine Noonan as Regional Vice Chancellor for Academic Affairs at the University of South Florida St. Petersburg.  Dr. Norine E. Noonan currently serves as the Dean of the School of Sciences and Mathematics at the College of Charleston.  She previously served as Executive Director of the National Space Science and Technology Center and as the Assistant Administrator for Research and Development at the U.S. Environmental Protection Agency.  Prior to joining the EPA, Dr. Noonan was Vice President for Research and Dean of the Graduate School at Florida Institute of Technology.  Before joining Florida Tech, Dr. Noonan was Chief of the Science and Space Programs Branch, Energy and Science Division, at the Office of Management and Budget in Washington, DC, where she was responsible for the National Science Foundation, the National Aeronautics and Space Administration, the Smithsonian Institution, and other agencies.  She had a lead role in developing and implementing civil space policy and was the lead OMB staff member for monitoring and evaluating federal research and development enterprises, including education.  She has published widely in science and in science and technology policy.  She lectures on the Federal budget, strategic leadership, and on the Government Performance and Results Act and is the past chair of the National Science Foundation’s (NSF) Advisory Committee for Government Performance and Results Act Assessment and the NSF Business and Operations Advisory Committee.

Dr. Noonan is a member and Fellow of the American Association for the Advancement of Science (AAAS) and served on its Board of Directors. She is also a member of the American Society for Cell Biology, Council of Colleges of Arts and Sciences, Sigma Xi, Phi Kappa Phi and Phi Beta Kappa.  In 2005 she received the Public Service Medal from NASA.  Dr. Noonan received her B.A. in zoology from the University of Vermont, summa cum laude, and her M.A. and Ph.D. degrees in cell biology from Princeton University.

Dr. Noonan’s appointment as Regional Vice Chancellor for Academic Affairs takes effect on June 15, 2008.  I anticipate that she will be making a number of visits to the campus and St. Petersburg in coming months.  Please join me in welcoming her to our institution and community.

The Regional Vice Chancellor for Academic Affairs provides leadership and oversight for all academic colleges, programs, faculty, and support units at USF St. Petersburg and reports directly to the Regional Chancellor and Campus Executive Officer.
The Regional Vice Chancellor for Academic Affairs serves as the campus' chief academic officer and is responsible for academic strategic planning; developing, implementing, promoting, and evaluating both undergraduate and graduate academic programs and procedures; and ensuring compliance with institutional and state guidelines, as well as regional and national accreditation criteria.
The Regional Vice Chancellor for Academic Affairs develops, promotes, and supports an institution-wide research agenda consistent with that of a nationally recognized research university and develops and nurtures partnerships with selected public- and private-sector community agencies.
The Regional Vice Chancellor for Academic Affairs also provides supervision and leadership for the Assistant Regional Vice Chancellor for Research and Community Partnerships, the college Deans, the Poynter Library Dean, the Director of Institutional Research and Effectiveness, the Dean of Enrollment Services (including the functions of admissions, registration, enrollment management, academic advising, and student retention), and the Director of Campus Computing.
The Regional Vice Chancellor for Academic Affairs represents USF St. Petersburg on the USF Deans' Council and is USF St. Petersburg's primary liaison with the offices of the USF Provost, Vice President for Research, and College Deans/Program Directors on other USF campuses.
