Research Administrative Roundtable (RAR)

The Research Administrative Roundtable (RAR) was created to develop a support network for research administration at USF St. Petersburg. The RAR fosters understanding and training of the pre- and- post award processes.  The goal is to expedite proposal submissions and smooth procedures for processing research proposals by more effectively utilizing our resources.

The Research Administrative Roundtable members are key staff in the Colleges and Administration who play a role in pre- and post- award support. The RAR meets once a semester and has broad representation from the 3 colleges: Arts & Sciences, Business, Education and the Poynter Library. Electronic updates are provided regarding meetings, conferences, training, grant announcements and changes in policies and procedures.

CRAN (College Research Administrators Network) provides the most comprehensive and up-to-date information about USF Research policies and procedures. USF St. Petersburg is in the CRAN - Group 3. RAR agenda items and electronic transmissions are often shaped by the CRAN discussions. USF St. Petersburg RAR members, faculty and staff are encouraged to attend CRAN meetings. Held on the third Wednesday of the month, all meetings are open to faculty and the public. Meetings are also listed on the Research Calendar.

1. New Grant Budget Release (GBR) Form - The new form combines the two existing versions into a single Excel workbook. Information entered/selected on the GBR tab, is copied to the Salary & Cost Share Details tab for those areas requiring a breakout listing of key personnel and their corresponding effort. For awards with committed cost share, the Salary & Cost Share Details tab provides fields for entering the associated cost share chartfield strings. Please take a minute to review the instructions, before using this new format.

Note: Unless there’s cost share on the project and/or your area requires a breakout of certain key personnel salaries and effort, the Salary & Cost Share Details sheet is NOT required.

2. New Appointments:

3. Use of the eUSF Admin Portal: https://eusf.admin.usf.edu

4. Reorganization of Workload in Research Financial Management – Changes will take place effective January 2008.  Web site was updated to reflect changes

5. Research Financial and Administrative Compliance – A team of professionals with varied backgrounds committed to improving the administration of research at USF.  The team functions in the dual roles of assistance and oversight of assigned colleges’ research administration. USFSP was not assigned a team contact person during the initial assignment phase. Regional campuses are included in the overall plan. Brown Bag sessions will be scheduled to discuss topics of various interests.

6. New CCHIPs (Clarification or Change in Procedures)

      • CCHIPs are codifying business practices
      • CCHIPs are drafted in RFM then run by DSR and then CRAN and the Associate Deans for Research for comments, questions, or concerns
      • CCHIPS 2, 4, and 5 had already been implemented
        • CCHIP #2 – Determining Costs Applicable to Sponsored Projects
        • CCHIP #4 –  Mandatory Training for Personnel Effort Reporting Tool
        • CCHIP #5 – Accounting for Unallowable Costs on Sponsored Projects
      • CCHIPS 8, 10 and 12 are still in final draft
        • CCHIP #8 – Accounting for Progress Income Related to Sponsored Projects
        • CCHIP #10 – Financial Monitoring and Reporting of Sponsored Projects
        • CCHIP # 12 – Accounting for Participant Cost on Sponsored Projects
      • Future CCHIPs:
        • #7 – Retention & Access requirements for Record Retention

7. Deadlines for submitted proposals :

    • Electronic  Submission – 7 days before  the agency deadline
    • Paper – 3 business days before the agency deadline

For more complicated proposals, DSR would like notification of intent to submit following these guidelines:

    • Proposals with cost sharing – 30 days
    • Large complex (other institutions, complicated subcontracts, etc.)  - 45 days
    • Limited Submission – 60 days

The times (30, 45 or 60 days) allows DSR to participate in meetings, clarify guideline, and generally facilitate the process.

8. Deadline Change for the Internal Form (officially now called the Proposal Authorization Form) – DSR requires the form to be submitted no later than the proposal due date wither in electronic or hard copy with all the appropriate signatures.

9. Research Activity Reports – new reporting feature to assist in monitoring the college’s research portfolio

10. USF System-wide Spring Internal Awards Program was funded.  Proposals were accepted for New Researcher Grants, Established Researcher Grants, Creative Scholarship Grants, International Travel Grants (to present research findings) and Interdisciplinary Research Development Grants.
